Saints fan (come in peace): Just curious, what happens with the pick forfeiture if both Pats 4th round picks are included in a Butler trade?

Theoretically, if the deal was Butler both 4th rd picks for #32 3rd 6th (or something like that, not sure of pick values), what happens? I'm not saying that deal is good or bad, just curious as to what happens with the pick forfeiture. You guys are scheduled to forfeit the highest 4th rd pick (if I'm not mistaken), but what if you don't have one. What's Goodell do with that?
