How do you get an S for speed with anyone not named Jinx?

First of all, speed rating should be calculated in turns, rather than minutes, because a) it's unclear when the time stops and starts and b) it makes gives a weird disadvantage to champs with longer level up movies, etc.
And it seems like even relatively fast decks like Pyke and MF still have a hard time hitting that 25 minute mark on the longer paths. Scaling decks like TK and Lee Sin? Forget about it.
