No city in Pathfinder with a Base Value over 30k?

Normally I would post such a question in the quick question thread, but this seems pretty major and either I really have this wrong, or there's a lot of house ruling that goes on.

For anyone not familiar, cities in pathfinder normally have stats that determine things like spellcasting servicies, price of items found easily in the city, the most someone could pay for an item. This makes sense, there's practically no way somewhere from a 30 person village has the money to purchase a 5 holy keen shocking greatsword from you, that's 80k at 50%, well beyond what the entire village is even worth.

This to me didn't seem like a big deal, but recently my players had been wanting to do some bartering, I prefer to play it out, it's fun to build relationships with certain merchants which lets you have some interesting RP moments. However, I was looking at the base price (75% chance the item is there by RAW, my group ususally says 100% chance) and noticed there wasn't anything in Varisia that went over ~13000g. Alright, well Varisia isn't the most lucrative place, this makes sense I guess, people can totally greater teleport, scry, and planeshift around the mid/high levels, so I'm sure they just warp to where they need. So, I looked in my book Planes of Power and found a metropolis there with a bit over 6m people.

Base Value : 29,600g

Purchase Limit: 170,000

I can't seem to find a source that goes any higher than this. Is this intended that by RAW you can't reliably get items over 30k? Is the system build with this function in mind to incentive's crafting? Could you if you had the time, request one of the crafters in the city to make you an item, but would have to wait x days for it's creation?

Curious as to how other people handle things, with specific items often being suggested I have to assume there is a lot of "you can buy whatever you want" .
