The Witch class has 3 hexes, Fortune, Soothsayer and Cackle.
Fortune gives the player under it's effect the ability to reroll any D20 rolled for 1 round.
Cackle extends this duration by 1 round, giving you a theoretical infinite Fortune if you spend a move action 1 turn.
My question arises from combing this with Soothsayer, which states
When the witch uses the evil eye hex, fortune hex, misfortune hex, or retribution major hex, she can choose to delay the effect. If she does so, the hex takes effect the next time the target makes a roll that could be affected by the hex (such as an ability check, attack roll, saving throw, or skill check) or is affected by an action that could be modified by the hex (such as being attacked when the hex would affect the target's AC), whichever comes first (ignoring actions that are not in combat and actions that have no penalty for failure). The duration of the hex begins on the same round as the action that causes it to take effect.

Does this mean that if pre-combat the Witch casts a soothsayer Fortune on all the party members, then stands around cackling twice per turn like a maniac for say, 20 cackles, the party now has 21 rounds of Fortune whenever combat begins?
So this by extension means the Witch can provide Fortune for any combat, for the entire duration of the combat, without spending any actions, right?
I was wondering if I'm interpreting the rules correctly here
