How do you handle PC's wanting to stop other PC's from an action?

For instance say PC Bob and PC Alice are talking to someone.
This someone gives them a magic item, that when thrown and shattered releases a curse or some negative effect.
Bob has no clue about magic items so he doesn't know this however Alice recognizes the item. Bob then proceeds to throw the item at his feet, but Alice wants to withhold him from doing so by grabbing his arm or something.
How would you handle situations like this?

Other variances include Bob wants to attack a NPC and Alice wants to stay his hand, or Alice wants to burn down a place and Bob want to stop her.
