Are all builds viable?

So I’m new to the game and still don’t understand everything yet but I’m learning. I eventually want to have runs where I only use fire related skills/weapons or all stealth characters and try to beat the game like that, is this possible? Also, does my weapon damage scale as I rank up or do I have to find weapons with higher damage?
