Pf2e Horror theme monsters should be ran as environmental hazards/haunts. Instead of monsters with actual stat blocks. Has anyone tried this?

I was reading through some environmental hazards and came across the Kaijus. And I realized that Pf2e is primed for horror-based content. Instead of treating "the Grim Reaper" as a monster with a statblock, use him as a environmental hazard instead.

I have yet to actually try/run this idea. But I believe it should work overall?

Also probably expand the allotted time when players roll initiative. Instead of second by second each player gets three actions per day to investigate, travel, interrogate/conversate with npc's amongst other actions. To try and find a way to force the Grim Reaper to stop his reapening or whatever have you.
