Summoner Act Together Actions

I'm a little confused on how the Act Together worked. When using Act Together I thought it might go something like this: Act Together, Burning Hands (2 Actions) Eidolon Strike (One Action). Then you still had one action left to use. Is this how it works or have I been using too many actions in my turn? I thought it was the first way because you can use a 3 Action Attack like Force Barrage and your Eidolon can still use one action.
