How does vision/targeting work with Darkness, Darkvision, and fog effects? And how does the seek action interact with all this?

I think for fog it’s pretty straight forward. Everything inside the fog is concealed. Or gains the concealed condition. What about if someone is in the fog and is targeted by someone outside? What about vice versa?

If they’re both in the fog are they concealed from one another?

And for darkness is it also concealed or hidden? How does it work with people inside vs outside? Does regular darkvision let you see through non-upcasted magical darkness? How does seek interact with all these?

If someone’s in and I’m also inside but don’t have darkvision how do I even seek if I can’t see/target them? (Foundry VTT)
