I'm running a level 3 one-shot soon and one of the players wants to have his character risk attacking allies (he basically described the Confused condition without knowing it) in exchange for a buff. I looked up everything I could find on AoN for Confused but everything is fairly high level (or doesn't have a buff attached).
What would be an appropriate buff (to attacks) to make up for Confused, for an L3 character? Should this be a triggerable action?
I also mentioned to him that he should really think about how fun the other players will find this. It's a D-Day type battle, so there will definitely be enemies present at all times, so it's a fair trade in theory.
I would only allow this if it's a modified version of restrained. Let them know you are willing to allow them to find a ring or such they can activate for free, for a boost that has the draw back of randomly leaving them useless for the round. (Most fair bonuses become curses unless you giving everyone a boost)
Then you can go mathematically for extra damage looking for net zero. Do note with good planing it can still result in a character stronger then normal. (The examples below use a str 4 and great sword to generate min/max)

If only 1 on a 1d2 causes "restrained" then their damage is result times 2(1/2•2 1) round down Min10/max32
If 1 & 2 on a 1d6 causes "restrained" then their damage is result times 1.66(2/6•2 1) round down. Min8/max26
If only 1 on a 1d6 causes "restrained" then their damage is result times 1.33(1/6•2 1) round down. Min9/max29
If only a 1 on a 1d12 causes "restrained" then their damage is result times 1.16(1/12•2 1) round down min5/max18
