What action is it to hover in midair?

Post Body

Okay, before you get on me, I'm wondering because the rules kinda contradict itself.

1) The sample tasks for Maneuver in Flight has "hover midair" as an expert example, implying that to stay airborne requires a DC 20 Acrobatics check to Maneuver in Flight (which is actually pretty similar to how it was in 1e).

2) Conversely, the Fly action says that you can use it to move 0 feet to hover. This implies that staying airborne just requires a Fly action, no check needed.

Was this just a weird oversight? The "specific vs. general" feeling in me tells me that 2) is correct, but it's still odd.
