New to the game - build that uses Penance / Storm Brand

So I have kinda screwed up a half build by using some random YouTube guide that apparently kinda sucks and I have a lot of gear for Penance Brand of dissipation and Storm brand of Indecision.

I was trying to follow this build but it seems crazy expensive and maybe a little flawed from some comments o was forwarding online…

Is there a “good” build that uses PB and SB? Something I can use SB to map clear and then switch to PB for boss? Witch or Templar?

I have about 100 div and I am ready to build this out.

This is my first league and I am really enjoying it but I would like to stop fiddling around with this build and just play!
