Renewal or new application?

Post Body
I’ve checked the website multiple times but I’m still confused about this question.
My passport was issued originally in 2009 when I was a minor. It’s been long expired now AND long lost. I never filed a form to report it lost or stolen because I was a dumb 22 years old at the time.
Should I start with a fresh application? I know a standard renewal will not work but I’m unclear on how to get a new passport issued at this point.
Edit: I’m an idiot, it was issued in 2009, NOT 2019.
