Advice on beginning to hand tame

I got this bird off a family member who didn't have much time for it or put effort to make him comfortable, I've had him for about 3 weeks now and he's been way more relaxed, he finally just flew out of the cage while my girlfriend was at work but into the window and she picked him up and put him on a perch, he was out till I came home and eventually flew on his cage and scaled back in but that's about it, I just don't want to scare little buddy ( he was signing before I started recording )
