At what age does it stop being “normal” for a boy to expose himself at school?

I’ve never been a parent until now, and I didn’t know this behavior was considered normal at any age, but I’m learning. I just got custody of my 8yo nephew a couple months ago. He definitely knows better than to expose himself. My sister was a very religious person, and in her household it was considered unacceptable to ever walk around without a shirt on. Therefore, my nephew won’t walk around or even go to bed shirtless because he feels too exposed. But he felt comfortable exposing his private areas to some other boys in the middle of class. Not even in the bathroom or somewhere private. In the classroom. A little girl overheard the conversation afterward and told the teacher.

Everything I’ve read says this is normal behavior between the ages of 2 and 6, because they are curious and haven’t fully learned boundaries yet. But my nephew is 8, he definitely knew better, and he seems more upset that he was caught than actually remorseful.
