What would be the repercussions of "A Trigger Felt Round The World"? [Spoilers All]

And worse, if it repeated daily?

Considering for a fanfic idea, a 'broken' trigger like those found post-Scion (considering hopping on the bandwagon of 'Scion disappeared one day' fics recently, as means of explaining why Scion wouldn't be involved, reducing the scale a bit so the story wouldn't be required to reach that far out if it goes long-term) that's the shard equivalent of a cancer - a trigger that pings on everyone, everywhere, and keeps growing.

The idea would be a Simurgh attack that happened on her normal trip to Canberra (although I'm considering using another location), one that resulted in the shortest attack on record - the Simurgh floats over someone's house, stays just long enough to guarantee everyone in range that hasn't left is driven insane, then someone triggers and she leaves.

Except the trigger knocked out every parahuman on the planet at once.

And then repeated 24 hours later.

And again 24 hours after that.

And so on. The resulting power would grow every iteration, pinging on random capes as the bearer's subconscious decided to expand their repertoire of abilities, layering power upon power, a worst-case-scenario for a Simurgh attack. And as a broken trigger, complete with repeated trigger events, PLUS Simurgh interference, it would severely mess with pre-cogs, so it wouldn't be an easy fix even if they could figure out who or what was at the center of it.

Leaving the direct repercussions of this broken power aside, how would the world react to every cape in the world blacking out at the same time? Some would react more than others - those who have a lot of experience or self-control would just glaze over for a moment, while others would black out completely.

Depending on what time of day it kept repeating, how many capes would it out? In places where the unwritten rules aren't in effect, would it make a big difference? Would Rebecca Costa-Brown have the self-control not to out herself? Would Taylor find out about Sophia earlier on, and vice-versa?

Between this breach of privacy and its far-reaching effects, plus the Simurgh's involvement, would they just try to glass the affected area (Canberra or otherwise)? What would they do if that didn't take/didn't end the problem?

In the places where the unwritten rules are enforced, would the news try to hush the connection between the random blackouts and the presence of powers? Would the unwritten rules collapse entirely?

I'm not sure I'm capable of imagining such world-changing consequences, so your input on different scenarios and results are greatly appreciated!
