Garen is a Problem

I cannot ever fight Garen no matter what because when I try to poke early he is aggressive back and will silence and spin me to death until 6 where he just ults and ends every engagement so is there a way to counter him? Item? Runes? I’m at a lose because I don’t want to be banning Garen every game.
