Question about aquatic tendencies in Arctodus - the Short-faced Bear?

From what I have read, Arctodus, or the short-faced bear, was a poor swimmer. But extant bears are great swimmers. Why would it be bad at swimming?

Secondly, I have also read that the short-faced bear/Arctodus did not eat fish, even those living on coasts and around major rivers. But extant bears readily and opportunistically feed on fish. So why wouldn't Arctodus/the short-faced bear do the same?
