Question about loadouts, what is the difference between default loadouts and custom loadouts?

Just started playing the game and have been loving the Maeve loadout cards. She has 'Street Justice' which seems kind of OP which says that targets below 35% health die by using Pounce. But when you open this default loadout, there is no card that says targets below 35% health die after Pounce. Are abilities like these an extra ability while you use default loadout cards? What can I do if I want this ability in my custom loadout?
