Can leavers get some penalty?

I just had 20 MINUTE QUEUE....Every time someone was leaving.
This isnt the first time this has happened to me.
Why cant leavers get smoe penaltys or smthing like that?
For eg. they can get 5 minutes before starting another match, they lose money, or get some bans.
This thing is so ANNOYING and it cant be helped.
