Help identifying a bird call

Posting here instead of a bird based sub since I think this bird might be specific to the PNW.

So I usually hear this bird around dawn and dusk when I'm camped in the cascades in WA near a lake or river. It's a loud, resonant warbling whistle. I'm usually pretty good at bird IDs but haven't figured this one out. I thought maybe it was a Varied Thrush but its call is more of a straightforward whistle I believe... This one I'm thinking of kind of warbles its way up a little scale but is equally loud and haunting.

Any ideas?
