Increase in network lag since changing computers

So I was running the system listed here

specs- Product Name: GA-Z170X-Gaming G1 (1.0) Brand: Nvidia GTX 950 Model: Intel Core i7-6700 Operating System: Win 10 64-bit Brand: G.Skill Ripjaws

when upon returning from vacation the motherboard fried. (It is off on a RMA right now. ) so I put my old Gigabyte motherboard in with a low end amd cpu in it. I also downgraded from 16 gbs of ddr4 to 8 gbs of ddr3. Although not the most ideal setup it can handle the game on low settings.

The real problem is that now I get network lag for 5-30 second intervals throughout the match. Is this my computer or is there something I can do to decrease the network lag? Any help would be appreciated.
