"ERROR Servers are too busy, please try again later"

No matter what I try, restarting my internet, changing DNS, reinstalling the game, verifying game files, messing with my router can I stop this error from coming up, I am allowed to play one game if the stars align and it lets me queue up but 99% of the time it gives me this error. I don't know what else to do, anyone else have this issue? I just want to play with my friends :(
