Do you think promo cards will be tradeable?

I ended up with a 4th Lapras ex today before the event is over and was thinking about turning it into flair, but then I got to thinking that it might be worth something later when trading is added.
Do you guys think promo cards will be trade locked? I have a strong suspicion they will be. On the other end of things, they could go the opposite route and make them tradeable, and certain promos could be potentially very coveted if they're tradeable as well obtainable for a limited time.
Thoughts?
