Help - Filed for Federal Loan Refund in October

I did this so I could apply for the Biden federal loan forgiveness because I paid off the majority of my loans during COVID. I was a Pell Grant recipient so I stood to get a big refund/relief because repayment during COVID was a qualifying factor back then. Just got a notice from Aidvantage 12 days ago (no idea what that is) about the loans & interest I paid being reinstated. But I haven't got any deposits from the Treasury or anyone else. Why would they be reinstated without giving me a refund for what I paid?

I have no idea how to go about loan forgiveness or if I'm even applicable anymore. With the block, I expected the Biden program to be shut down and I'd just have to repay all the money after it being refunded to me. And since getting really sick this all became a back burner issue. What's going on?
