Remote play always has lag

I have been trying for years to get remote play to work, and have never been able to get the lag free experience. Any help on this would be greatly appreciated.

My setup: PS4 pro, hard wired to a switch, that them connects to my Orbi Router. Internet is 1Gb down/40Mb up. Wifi from Orbi is 5GHz. Correct ports are forwarded to the PS4's internal static IP.

Devices I have tried: PS TV both wired and wireless Vita (wireless) nVidia Shield both wired and wireless Pixel 4 XL Windows Laptop Chromebook (Pixel Slate)

I have tried both the official Sony remote play app, and the unofficial Chiaki app.

What is happening: Let me start by saying that my gaming PC is connected to the same switch, and Steam remote play works fantastic in the house and 500 miles away over the internet (tested this weekend).

I am able to wake and connect to the PS4 just fine from the same network AND the internet. Once connected though, the input lag is high enough, that it makes playing action games like God of War, unplayable. Let me restate that PC gaming runs just fine, connected to the exact same network (I played guacamole on my PC for several hours remotely over the weekend). I have swapped out all switches and cat5e cables, and nothing has fixed it.

So, what is wrong? I feel like my network is the ideal conditions, but I can't even get the PS4 to stream well to the the PS TV connected to that same switch. This HAS to be something wrong with the PS4, right?
