PS4 is still overheating after I’ve cleaned out every speck of dust and changed the thermal paste. Any suggestions on what to try next?

It’s a standard PS4 (CUH-1115A), had the jet engine issue from the fan, after reading online my first step was to clean out the fan and the heatsink. Disassembled and cleaned every speck of dust from them and anywhere else I found it, fan was quieter but it was still overheating and shutting off. Ordered the Arctic MX-4 thermal paste and replaced it today, following a YouTube video to make sure I did it right. Started it up and same issue, fan is quiet but it overheats and shuts off. Any idea what to try next? Thermal pads? Replace the fan? Any help is appreciated. Thanks!
