A question about primary and secondary PS4s

So, I've had my PS4 for a while now, and my brother recently got one with a destiny bundle. We both have PS accounts, have have been playing together for a few weeks.
I have project cars as a digital download, could I set up my brothers PS4 as my secondary, so he can play that game on his user?
