Just got off Chat with PSN, No help at all.

Robert Chilcott: As this game is based around a online community of drivers the complete lack of online play has made this game unplayable.
Robert Chilcott: As such I believe that a refund(can just be credit to my PSN account) is a logical step.

Tania C.: We are sorry if you are having a hard time getting online as we know many of you are. Please be aware that the game will automatically keep trying to connect you.
Tania C.: According to the user agreement all sales are final. And since the game was already played, we are not able to grant you a refund, Robert.
Robert Chilcott: I am aware that the game will try that, However it has been out for just under a week and no measurable progress has been displayed by the community.
Robert Chilcott: So you are telling me that Sony is OK with taking money for games they are aware don't work as advertised?
Tania C.: Please keep in mind that the PSN is under maintenance, today. So this might be caused you this issue, I would recommend you to try to play later.
Robert Chilcott: unless the PSN has been under maintenance for the past week (witch it has not been) that excuse is not valid.
Tania C.: Let me remind you that since the game was already played, we are not able to grant you a refund, Robert.
