in need of a new alliance

So I'm in serious need of a new alliance. Currently I'm in starfleet rangers and it's consistently filled with 30 members but it's like I'm the only one that's ever online. Even the guy in charge is rarely on. He just comes on to wipe out all the inactives and they get filled up immediately with more inactives. There's me and then 2 other guys that request and give donos but they've been off lately. Any suggestions?
