PMax Campaign just burned my daily budget in about 40 minutes. What happened?

I'm testing a number of different arrangements for PMax. I set up one PMax campaign with about 140 SKUs in it and called it my "catalog campaign." At first I had it set at Maximize Conversion Value and it sat there learning for a week and didn't do much except convert once or twice. Yesterday a rep from Google called me and told me I had it set wrong and to change it to Maximize Conversions. So I did.

Today it sat there and did nothing. About 30 impressions all day long. Then at 5:00 pm it shot off like a rocket and racked up 35K impressions with 1500 "clicks, engagements" and blew right through my daily budget for that campaign in less than an hour. Not one conversion.

I'm not sure how Google defines "engagement" but it certainly wasn't website visitors. The numbers just aren't there. Anyway, can someone shed a bit of light on this? I thought I was getting the hang of this but this one threw me for a loop. Thanks
