Shopify - Possible to Pass Free Shipping on to Google Shopping Traffic

I have a client that wants to offer free shipping on orders over $49.00 to traffic that comes via Google Shopping ads only. Their online ad space is competitive and free shipping is needed to compete with their competition. They DO NOT want to offer free shipping on traffic from any other source.

Any thoughts on the best way to implement this? I don't really want to use a promo code. The Google Merchant part is easy, I just can't determine what the best way to make it happen in the Shopify platform is. I have not found a native app that exists on their platform but possible one exists?
