Tool to target average position AND manage daily campaign budgets (Adwords)

We have a client that white labels PPC through us. They want us to initiate a new PPC model where the only metric that matters is average position. It is moronic and we have tried to explain it to them ad nauseam to no avail.

We are running about 20 different accounts for them. Right now we use Acquisio and Optmyzr as our primary tools. Both of them will do part of what I need but not all as one solution. I haven't seen a script that manages it either (at least not at the MCC level).

What I need:

1) Bid adjustments made at the keyword level (several times a day) to maintain the client average position goal. 2) Daily campaign budget management with over/under spend rollover. This has to be at the campaign level, not the account level. 3) One interface (or close to it) in order to easily see the overall picture without having to check 20 different Sheets.

My scripting skills are not solid enough to weave this together as one piece. I am willing to pay for a tool if I found the right one. Any thoughts or advice?
