Are Agencies Phasing Out Media Buyers?

Post Body
I'm a web dev learning Google Ads. I ran across a YouTube video by a creative director that suggested the role of media buyer was over because targeting is not like it used to be.
Is this a popular opinion within the PPC space?
If so, given my skillset as a web dev, what's a more future-proof entry level role? Technical SEO?
The creative director in the YouTube video suggested creative strategist as the replacement for media buyer but this doesn't sound like an entry level position.
