Any opinion on the missing functionality needed for my basic traffic light program?

I am getting around to something I think will be acceptable, but there is one request that needs to be complete and I am clueless about it.
Maybe someone here can help me out?
I need to use the same flasher for the advanced lights for when there is a power outage and both red lights need to flash. Also when the power comes back on the program needs to start at the beginning stage (Stage 1)
Any insight is greatly appreciated. Thank you for your time.
