Any way to improve my parking lot PLC design?

I really can't grasp the compare functions, but managed to make the timer flash when the lot is full. Unfortunately, the counters both exceed required numbers. Would placing a '<' infront of certain numbers help?
Any insight/opinion is greatly appreciated. Thank you for your time.
