How does this parameter callout work in FactoryTalk?

I have the following on a banner that ties to an alarm tag in the PLC, routed through a parameter file, addressed at #17. I can see the:
17 = {[plc]Alarm.txt} (this in the parameter file)
But the file name of this particular parameter file is:
01 - Cell Status
and the message block tag is:
/S:0 {#17}/
I don't quite get how that callout works. Thoughts?
