Rust (the game) and forwarding a port for the server

Trying to forward 28015 UDP and pfsense refuses to let traffic through. I have verified this by having a friend with the game try connecting and by checking canyouseeme. What's the deal with this? I can't seem to find much on it and there was only one other post in this group about the game that was unsolved.
