Hi, I tried to download a graphics update for a Radeon R9 270x graphics card when my computer crashed. After eventually redownloading Windows 8 and wiping my computer entirely my computer becomes unresponsive and sometimes crashes after trying to view something as simple as watching a youtube video or a flash game, with or without the graphics card installed (has intel 4000 otherwise).

I believe everything is correctly installed hardware-wise, double checking my 8Gs of RAM. Does anyone have an idea as to what is happening.
