Question about placement matches

Last night I decided to do my tank or dps placements in role queue. I placed as Damage, and we got smoked. I did ok’ish. But, the Orisa on the other team was next level. So, I went to see if I could see her profile. It wasn’t private.
She had placed gold in all three roles. Do placement matches put you in actual comp games, or are you playing against other people placing? I’m rather newish, and don’t really understand the match making.
