R.I.P. Victory Poses not dropping?

So, I've been playing far too much Overwatch in the past few days and opening all the event lootboxes I get.

The latest event box I opened had two rare duplicates, which means I've exhausted the entire normal rare pool and entire Halloween rare pool.

The problem is, I can see in my inventory that I'm missing 16 Halloween rares from previous years. Specifically, I'm missing 16 of the R.I.P. Victory Poses. What's more, I haven't seen any R.I.P. victory posts drop from lootboxes during this event.

Did Blizzard forget to add them to the Halloween drop pool this year?

Edit: Forgot to mention that I play on PC in case that's important.
