How are the Overwatch League team cities decided?

I am from Atlanta, and I see all these other cities gaining league teams, and I'm over here like "How bout them Braves?"
I see Houston, Dallas, and Florida (all southern regions), and the Atlanta community seems to be thriving in esports.
Is there a way to go about forming a future team, or petitioning one to expand into your area?
I would also like to buy a sweet local team jersey (that's what originally made me ask this question).
