Leaver Penalty broken?

Someone in my match left and I got the message saying I could leave without a penalty, but I stayed until the end anyway, then at the end of the match I clicked leave and it gave me the normal message to leave, not the warning message. I got a 2 hour suspension. few matches later someone left, I got the message that I could leave w/o penalty, so I left... Suspended 8 hours. I haven't left a game in like 50 games.
Anyone else experiencing this?
Neither match gave me the option to rejoin.
