Is there any immediate penalty to people that leave games?

I'm not sure why but every game where someone leavea they're always on my team, I'm not kidding either, 2 days into ranked and half of my games (not counting qualifying) players have left and They're all on my team, whether it's immediately or halfway through the game, anyway, my question stands, do they get any immediate penalty?
