Can Outlook Administrators create rules for you in the background to delete incoming mail from some users?

I've got an interesting question based on some strange stuff happening in my organization. I don't receive mail from one user in my organization even though I belong to a group to which the user sends out mail. Everyone in the group gets the email but I don't. Can a rule be set by someone else to delete that email from my inbox without me knowing?
