How do I help my recipient open a pdf that came as a RPMSG?

I work in a call center and I have to send callers a pdf to either print or sign electronically to return to us. I just did a call about 20 minutes ago and sent it over as usual but the caller said they received it is as RPMSG. She’s the only one I have ever had this issue with and I can’t find any resources to actually help us.
