Lost Power Issue - Tohatsu M8B

Hi y'all I have a Tohatsu M8B with a lost power issue I'm trying to diagnose. I let a friend borrow my 16' jon boat and after it returned I found out the boat won't plane out under full throttle.

The engine will run up to full speed (audibly sounds good) and the prop is in good shape. I originally checked the plugs and replaced the gas with no change, then noticed what I think is a cracked propeller shaft housing. The prop has a little in and out play in it (1/2" or so) and this is my first outboard so I'm curious, could this cause my loss of power issue at all? Anyone seen a similar problem and know of other areas I can check? Thank y'all!
