Albeit being overpowered.
HOWEVER..
Having too much damage on him constitutes a huge issue on sustainability, as he kills enemies too fast, there's no life to life steal anymore. Hence having a kill or be killed situation when doing battle rooms which directly influences how difficult the game would be. So the player needs to balance between not being one shotted by RMP2 enemies (increasing defense etc) and killing enemies with ease.
This right here is what high risk and high reward is all about.
I found it hard to dodge the long range enemies since there's a lot going on on screen and Ruthven's too fast for his own good and he may bump on the projectiles by accident.
Comparing him with Uliana, she's the better option for playing aggressive but safe (due to her armor and chakra abilities restoring armor) doing low health runs are relatively safe since it's just a matter of managing the cooldown of your skills and when to go in.
What's your take on Ruthven? Do you enjoy playing him? I sure do!
