IBC transfer didn't arrive

I did a small test of IBC transfer from Osmosis to Decentr and it didn't arrive. It has been an hour since the tx.

As far as I know, if there's an issue with the IBC transfer it will be automatically refunded back to my osmosis.

But will someone from Osmosis team take a look at this? Is this a relayer issue? I had checked that all relayers are working fine at the moment so I don't know what's happening now.
