I’m sorry if this isn’t allowed!

I was in Montclair, New Jersey today and saw this bird in a cage outside of a store. I asked the owner what type of bird it was because I was so mad it was outside in below 40 degree weather and he said it was an azul something. I couldn’t hear what he said but we fought and he told me animal control has come multiple times and said the bird was fine in 40 degree weather. I begged him to bring the bird inside it looked like it was shivering. The guy threatened to call the cops and said he wouldn’t bring the bird in until I left so I left hoping he would. I went back to check and the bird was brought inside but clearly was the last thing he brought in because it was right in front of the door with large windows which would still be the coldest area for the bird. I just want to identify what type of bird it is and hope he was right about it being okay in cold weather.
